Pilot of the Most Economically Advantageous Tendering (MEAT) Value Based Procurement tool initiated in Barcelona
Most Economically Advantageous Tendering (MEAT) is a procurement tool that focuses on the assessment of quality, life-cycle, costing, cost-effectiveness, and societal benefits.
The MEAT Value Based Procurement initiative was initiated following the latest update of European Union’s Public Procurement Directive from April 2014. The updated procurement directive increases focus on MEAT criteria.
During 2015-2016 the MEAT Value Based Procurement initiative concluded the initial phase of introducing and promoting the MEAT concept and framework. The initiative is now entering its second phase by starting pilots in the Clínic Hospital of Barcelona (Spain) using three different medical devices; transcatheter aortic valve implantation (TAVI), diapers and underpads.
