New Pay for Performance Program has been introduced in the Budget of Financial Resources
On 1st of July, a new Pay for Performance (P4P) Program has been introduced in Belgium for reimbursement of activities of general hospitals. The Program is part of the reform of hospital financing.
Hospitals will participate in the Program on a voluntary basis. The P4P Scheme entails evaluation of hospitals performance in terms of processes and quality for distribution of additional financial resources in their budgets.
A total of six million euros will be distributed among the hospitals that have chosen to participate in the P4P program. Resources will be divided into a fixed part (20%: fixed amount for each participating hospital) and a variable part (80%). The variable part will be awarded based on a scale system weighted according to some justified activities.
For 2018, the P4P program includes a set of indicators made up of 4 hospital-based indicators (including one outcome indicator based on patients reported experience), and of 12 indicators related to specific conditions, including antibiotic prophylaxis in the case of selected surgical interventions, breast cancers and indicators for other malignant tumors.
In total, providers can be awarded with 80 points, of which 55will be based on hospital based indicators.
